Andra is a Managing Associate with Băncilă, Diaconu și Asociații SPRL and a member of the Bucharest Bar.
Andra holds a bachelor degree in law with the Bucharest University – Law Faculty, a bachelors degree in law with the University Paris I Panthéon-Sorbonne – The French-Romanian Law College of European Studies and a master degree in Public procurement, concessions and public private partnership with the Bucharest University – Law Faculty. Andra is also a PhD candidate with the Bucharest University- Law Faculty, the title of her doctoral thesis being ”The role of private financing in the organization and the functioning of public services”.
Prior to joining Băncilă, Diaconu și Asociații SPRL, Andra worked in the public procurement department of a reputed local law firm.
Andra has as primary focus and a major involvement in the climate change, sustainability, and transportation practice area, providing legal assistance on all aspects related to this area.
She has significant expertise in public projects that have a notable component of sustainability and environment, including infrastructure, transportation, administrative buildings construction and restauration, public procurement of various goods and services.
Andra is also a regular publisher in local and international journals on various topics ranging from public contracts, financial and fiscal law.
Andra speaks English, French and Romanian.
